Delhi has invited agencies to bid for a ₹1.27 crore advertising and marketing mandate aimed at promoting the Raising and Accelerating MSME Performance, or RAMP, programme across the National Capital Territory. The tender covers implementation of an Information, Education and Communication plan and closes on August 29, 2026.

The assignment runs for 210 days, according to tender information, and carries an earnest money deposit of ₹2.5 lakh. The mandate matters because Delhi is treating communication not as peripheral publicity, but as part of the delivery mechanism for a scheme designed to improve MSME access to markets, finance, technology and institutional support.

Delhi’s own RAMP implementation plan identifies the underlying problem clearly: “Many enterprises in Delhi struggle to expand their market reach due to weak market linkages.” It also points to inadequate marketing strategies, limited participation in trade fairs, financing constraints and slow technology adoption as barriers to MSME growth.

The wider RAMP programme has an approved outlay of ₹6,062.45 crore and is supported by the World Bank. Launched in 2022, it targets 555,000 MSMEs nationally and focuses on strengthening institutions while improving firms’ access to markets and finance.

For the selected marketing partner, the test will therefore extend beyond campaign visibility. Effective outreach will need to turn awareness into measurable scheme participation among businesses that may otherwise remain outside formal support channels.

The bid opening is scheduled for August 31.
